1. If you see someone without magic penetration on Katarina, they're a noob. Plain and simple. Katarina is an assassin like Shaco, she jumps in, spams her spells, jumps out. She can't afford to be auto attacking much, so unless you need Merc Treads, she should at least have Sorcerer's boots (Berserker's Greaves hardly improve your AD DPS anyway). If you are going AD Kat, you're going to need Sorc boots, the +15% magic pen mastery, and whatever magic pen runes you can afford.
2. AD < AP; yes AD Katarina is better at killing jungle creeps and finishing champions when her spells are on cooldown (this is rarely the case) but AP Katarina is better at doing burst damage, and that's why she's better. There are a few reasons why this is the case:
1. There is no magic pen on +AD items
2. There is no spell slow effect on +AD items (Riyali's)
3. There is magic resist on +AD items
4. There is no useful active ability on +AD items (Zhoyna)
5. Mejai's > Occult (20 stacks of Mejais = 1.5 Zhoyna rings, 20 of Occult = 2 BF swords or 1 fully stacked bloodthirster)
If you're going to be a rebel and play AD Katarina, you need to build a little more liberally. You need Omen for the active slow ability, otherwise you'll never get your ult off. If the enemy team is magic heavy, you can't get an abyssal scepter, so you're stuck dropping the omen and getting a force of nature or a banshee's veil - getting omen and an MR item means your DPS for late game is gimped.
AD Kat isn't better at pushing towers either, because once you have 100 AP or so, your attacks completely penetrate a tower's armor (or something like this, I'm not sure). So really, the only reason you'd go AD Kat is if you thought bouncing blade was better at killing champions than shunpo (it's not - they're about the same). You don't really need to auto attack as AP Katarina, as your targets should all be dead once your ult is done.
